[Column Writing] 【 ESG Strategies for Business 】34th National Carbon Market Policy and ETS Initiative— How to Move from Voluntary to Compliance Markets

The Malaysian edition of the Current Affairs Bulletin (published July 22, 2026) published an article by Representative Mitsuru Misawa entitled "【ESG Strategies for Business 】34th National Carbon Market Policy and ETS Initiative— How to Move from Voluntary to Compliance Markets."

The previous session (33rd session) provided an overview of the current state of Malaysia's decarbonization policy, but this time we have focused on the National Emissions Trading Policy (NCMP) and the National Emissions Trading System (ETS) initiative, and have outlined the potential impact that the transition from a voluntary market to a compliance market may have on Japanese companies. In particular, the book focuses on the overview of the NCMP published in April 2026, the background to the ETS initiative outlined in the Climate Change Bill (RUUPIN) and the 13th Malaysia Plan, and practical issues that Japanese companies should prepare for now, including understanding emissions data and establishing an MRV system.
